History: For Jimmy Zafar, he had been a police officer of the New York Police Department who was friends with fellow officer and father of Chris Powell (Darkhawk), Mike Powell. Jimmy Zafar was also a member of the Cabal, an organization that believed it was better to kill criminals, rather than jailing them. Jimmy, and other members of the Cabal as they were called, took turns using the Savage Steel Armor. In the Savage Steel armor, Jimmy and the Cabal tried to kill the Punisher and then Darkhawk.
Zafar realized his error, and understood heroes had their place in the world. He would later track down Latverian terrorists on the Empire State Building, who were seeking to detonate a bomb, where he teamed up with Darkhawk to put a stop to it. Darkhawk had been knocked out by an electrical blast and was falling to his death, when, to his surprise, Savage Steel had saved him from colliding into the ground, and explained that he understood the value of not killing his enemies.
Zafar, as Savage Steel, would also come in conflict with a local drug lord by the name of Pedro Sanchez, which, after they had kidnapped a young boy, Zafar, as Savage Steel, rescued him and destroyed Pedro’s base of operations.
Later still, Zafar saw reports of Overhawk and the Mahari space pirates attack on New York, and engaged in the battle, joining Damek, Nova, Speedball, and Spider-Man, but had been blasted and rendered unconscious. When he regained consciousness, the battle was over and he and the other heroes, parted ways.
After the many Cabal members had been killed in an explosion, Jimmy took sole custody of the Savage Steel armor and garnered enough attention, that later, during the Initiative, he was considered as a potential recruit.
Harry Lennox was a private eye, who had joined the ranks of the Cabal, and had used the Savage Steel armor himself. Harry was one of the few members to survive an attack on the Cabal, that killed many other members.
Arthur Vale suffered mentally and was deemed too unstable to become a full fledged police officer and was reduced to being a police van driver. One of the days he’d been driving the police van, he had the Savage Steel armor and decided to make the most of it – and stole the armor so he could accomplish his vigilante goals of killing criminals – and very rapidly, killed six people whom he’d deemed criminal that warranted death.
He would then run into an organization called Force Ten who had been using Stark Technology and demanded replacement parts for the Savage Steel armor. Iron Man, who had been tracking Force Ten got into the mix and was able to take down Savage Steel by disabling the armor, sending Arthur Vale falling, where he was captured by Darkhawk. Iron Man rendered the Savage Steel armor useless.
The Cabal had sent an assassin to kill Vale, but the assassin had been stopped by Jimmy Zafar, who had turned his back on the extremist ways of the Cabal, and freed Arthur Vale as well as Harry Lennox. The two were taking to an FBI safehouse to testify against the Cabal. He escaped, took one of the guns of the FBI agents, and came across a mugging, where he was able to kill one of the muggers, but was knocked down by another – who recognized Vale. He was then turned over to the Cabal where he was badly beaten. Vale confessed to where the FBI safehouse was under the duress of the beating he’d taken, but managed to free himself – and as he decided on who to shoot, another officer who arrived, shot him in the arm and disarmed him, where he was taken to Jimmy Zafar, who criticized him for selling them out.
There is no further information on Johnny Leone or Paul Trent. Paul Trent was unheard of/unseen until he was mentioned as one of the members of the Cabal who died in the explosion that took out many members of the Cabal organization

Armor: Augmented abilities with the armor allowed for superhuman strength, Class 75 as well as flight (though the speeds of the suit’s flight are unknown). The armor was a powerful battle suit that increased strength, and easily deflected bullets. The armor contained hand weaponry which included powerful hand-blasters that fired in multi-direction, high frequency, electrical bolts. It also had gas grenades, flares, sonic weaponry, targeting system, and powerful cables strong enough to hold onto and drag extremely heavy objects.
