This issue opens with the Power kids waking up Franklin from his drowning dolphin dream (see Power Pack #48 for more details). They decide that they need to see if they can help the dolphins from Franklin’s dream. Outside, Alex asks if anyone thought about how they’re going to do any of this without scuba gear. Katie writes a note, knowing that Bossko from Elsewhere would be able to make the adjustments instantly (see Power Pack #47 for more on that adventure). They do costumes on; and just like that, their costumes are equipped with scuba gear.
In the ocean, the Power kids find themselves surrounded; but it turns out to be the dolphins which Franklin had dreamed about, where he was the son of one of them. (See Power Pack #48 for that dramatic moment). The dolphin Franklin touches happens to be the mother of the dolphin which Franklin had been a part of and they sense it within one another. Through Franklin she’s able to communicate telepathically to everyone. The dolphins lead Power Pack to “The Sick Waters” – which turns out to be a dump site of toxic waste. Even as Alex is using his power to disintegrate the toxic barrels, a ship goes over head and begins dumping more. Katie grabs a barrel and throws it at them and begins punching humans as she flies by. Julie takes a ghostly cloud form, warning the humans of the damage they have wrought by dumping the toxic waste in the ocean.
Below, Alex has reached his limit and sends a powerball into the underwater canyon so that it collapses on itself. But Alex refuses to stop and keeps absorbing, to the point that his own body mass begins to change and enlarge; something never seen before with Katie. This causes the waters to become choppy and Katie is struck by the boom of the ship and knocks her out. Alex’s power is out of control, but the momma dolphin saves Alex from the canyon collapsing on top of him. Franklin warns Katie and Julie that Alex is drowning and Julie dives under and uses her bubble power to create an air bubble around Alex so that he can breathe until they get him to the surface. Unfortunately, in saving Alex the momma dolphin exposed herself to the toxic waters and soon shows signs. The Power kids try to combine their powers to heal her; but the toxins have taken their toll.
Aboard the ship the men have jumped ship; and brought to the shore by the very dolphins they had been poisoning. Alex finds the work order signed by a man named Fillmore W. Astin. They go to the shore and find the captain of the ship and get the address of Fillmore W. Astin; and in the morning, Fillmore discovers 6,600 pounds of toxic waste in his front lawn.
As the Power Pack kids are flying back, they discuss that while it is poetic justice, it will eventually damage the soil and the ground around there; and that there has to be something that can be done. They come to understand that perhaps their job is saving the world itself, until the rest of the world learns to try and save it as well.
