The issue begins with Phillip Carlisle rushing through the airport to catch a direct flight to New York, so that he can meet with his step daughter, Tandy Bowen (better known as Dagger) and be the mediator between her and her mother, Melissa.

Back in New York, father Francis is driving Tandy and Tyrone (better known as Cloak) in his car, headed for Long Island, where Tandy’s mother, Melissa is currently at, doing one of her modeling shoots. Dagger expresses her interest in once again becoming a upper-class sixteen year old girl instead of a costumed vigilante.

The scene shifts to an expensive home, where a man by the name of Nathan Winograd, is holding a party with several models and other wealthy people; when the man’s teenage son and two friends, and a female friend, come home. The father tells his son to go find something to do. The son, David and his two friends push over one of his father’s chauffeurs and take the car. They decide after a moment to take the yacht that his father cherishes. Without any knowledge of how to sail, they side swipe one of David’s father’s other boats, and go down below to see plenty of alcohol has spilled; so they light it on fire.

On the freeway, Cloak and Dagger spot the fire and despite Father Francis’ protest, Cloak teleports himself and Dagger to go examine what’s going on. The kids are on a dingy, just reaching the side of the pier, when Cloak and Dagger appear above them. Cloak tells them that they have confessed their sin and must pay; but Dagger counters that punishing these arsonists has nothing to do with the mission of saving kids; to which Cloak counters that Dagger opted to leave them as partners, so there is no stake in this mission for her. She throws light daggers at Cloak and stops him; so Cloak then asks why these teenagers have burned the yachts. They explain that their parents are rich, and all they do is party, and dismiss them and never heed them – and all they want is to be noticed. Dagger understands all too well, having grown up in a similar type of situation. Dagger says she will make their parents understand and begins running toward the house. Father Francis notices the name on the plaque and realizes this is the same address that Tandy’s mother was supposed to be at. Cloak smiles at the irony of how Dagger is about to rush inside the house and tell the people there – unknowingly – her own mother as well – to pay attention to their children.

As Tandy rushes inside, all the men – and women – begin to hit on Tandy, unaware of her age – and she realizes they’re either all drunk, stoned, or both. Her mother is among them and begins to humiliate Tandy; so Tandy lashes out by releasing a big wave of her living light to show the people what an empty life they have been living, and how insignificant their riches are. Cloak approaches her and asks if she still wants to go home and Tandy says there’s no point anymore, and they teleport away, just as Tandy’s step father arrives.

At the police station, Captain O’Rielly makes it clear she tends to find out who all the dirty cops are.
