The scene opens up on the New York Port Authority, July 20th, 1983 at 5am; a priest walks down the street, where drug use and prostitution are rampant. An officer tells the priest to keep moving and that none of the riffraff are worth saving; but the priest believes they’re all God’s children.

He goes to the Holy Ghost Church on 42nd Street, which is his ministry, and kneels before the cross asking for guidance, and to bring light into the world. Just then, Cloak and Dagger appear before him, teleporting through Cloak’s shadows.

However the priest immediately assumes they’re there to rob the church; but Cloak and Dagger ask for sanctuary instead and explain how they were both runaways, who were kidnapped by men who experimented on them, injecting them with various tests of a new, addictive drug; and while the others that had been kidnapped and tested on died, both Tyrone (Cloak) and Tandy (Dagger) survived and managed to escape. The end result of the odd drug testing led to Tyrone and Tandy suddenly having unusual powers and becoming Cloak and Dagger. They go on to explain that they’ve seen the priest ministering to the lost and that they simply seek shelter and to rest. Cloak explains that they’re on a mission of vengeance to make those who deal in darkness and death, they aim to slay them.

The scene shifts to the 21st Precinct where Captain O’Rielly arrives after being called about several people suffering from unusual drug symptoms. She recognizes them and calls them “chickenhawks” – people who prey on runaways at the Port Authority and try to turn them into drug runners or turn over tricks for them. One of the men explains that they were minding their own business, getting high when suddenly a woman made of light showed up and started throwing these “daggers of light” and then a guy showed up, in a big cloak and pulled them inside, where they suffered all kinds of fears and coldness. Captain O’Rielly checks this in their data banks and finds that other drug runners and crime figures have reported the same thing.

The scene switches back to Holy Ghost Church on 42nd Street, and Dagger is in the shower while Cloak speaks to the priest. The priest introduces himself as Father Francis Xavier Delgado; and that he had been born in Hell’s Kitchen. Dagger comes out of the shower in a towel and begins to eat an apple and offers one to Cloak, who declines, since he no longer has to eat food. Father Francis explains that he had called the police about them and heard of other reports of crime figures being attacked. He does not tell the police where to find them, but explains that the police are looking for Cloak & Dagger because they operate outside of the law.

The scene shifts to a brother and sister (Jerry and Alice) who have stepped off of a bus in the Port Authority of New York, and seek out a place to eat and stay. Jerry talks about how their parents were abusive and they needed to get away and start over. Several men coax them over with the promise of food and a place to stay; and that they can pay them back in another way. Jerry tries to get Alice to leave, but the men push Jerry down and begin to beat him, when suddenly Cloak and Dagger appear. Dagger offers them a chance to release Jerry and Alice; but they refuse. Cloak pulls one of them into his cloak and releases him moments later, and the man is frothing at the mouth, shaken by uncontrollable fear. The other men begin to fire their guns and Jerry and Alice attempt to escape, but Jerry is shot in the back in the chaos and crossfire, just as Captain O’Reilly arrives on the scene. Cloak pulls in the man responsible for shooting Jerry into his cloak and does not release him. Dagger fills the others with her light daggers and they collapse. Captain O’Reilly shouts at Cloak and Dagger saying they’re responsible for the death of Jerry. Dagger is mortified that an innocent was killed, and Cloak pulls her into his shadows and teleports away.

Back at the Holy Ghost Church, Dagger weeps at the loss of Jerry’s life, wondering if Captain O’Reilly is right – that they’re just as responsible as the man who pulled the trigger. Father Francis gets a call to head to the morgue to do last rights for Jerry.
