The issue begins with Father Francis returning to the Holy Ghost Church and finding Cloak and Dagger there. He is upset to see them, wondering they’re there just to rest before their continue their mission of Judge, Jury, Executioner. Cloak explains that they have learned that the drug smugglers are planning to bring the drugs in through a religious organization – one that might actually even be tied to the Holy Ghost Church. Father Francis explains that everything can’t be solved with powers; to which Cloak asks Father Francis to pray to his God, to free himself and Tandy from the powers that have been bestowed on them via the testing of vile drugs. Father Francis replies that he prays endlessly for that; and Cloak counters, “Then your God has shown a mark disinclination to get involved.”

The scene shifts to Detective O’Reilly cracking down on a shipment that came at midnight; and knows that the man posing as a dock worker is none other than Charles Curley, who has been a fence for several organizations and forged plenty of paperwork. He swears that the manifest read “Religious Icons.” He then goes on to say if she wants to find out what happened to the things in the crates, she should ask the boys in blue. She strikes Charles with her gun and growls that it’s the second time she’s heard to the local police force as being on the take.

Elsewhere, Cloak and Dagger spy an unusual man dressed in an all white suit piece (unbeknownst to them, it’s The Beyonder – see Secret Wars and Secret Wars II for more on the Beyonder). Some men offer him some “happiness” – and unaware of how human kind works, Beyonder agrees and follows them into a house. Cloak says that makes him a buyer and a criminal; but Dagger isn’t so sure. The men inside the house, roll up the Beyonder’s sleeve to inject drugs into his veins with the idea of getting him addicted so he will come back – and pay for more. However, Cloak and Dagger suddenly appear, and Dagger throws her light knives, striking the drug dealers. Beyonder watches as they take down all the drug dealers. Beyonder then simply asks, “Why?” And then follows it with, “Why have you attacked those who sought to give me happiness? Why?” Beyonder then assumes that Cloak and Dagger must be bad, since they’re stopping people from finding happiness. (Go back to where I said he doesn’t exactly understand how humanity or human work). Beyonder then sees what would make them happy is being free of their powers; so he grants them their wish and removes their power. He then decides that he must decide if the “Sweet Stuff” (Heroine) is truly bad, by experiencing it himself and judging for himself. He is horrified by the experience, and decides that the men were lying; and thus restores the powers of Cloak & Dagger so they can continue their fight (much to their dismay) while he, himself, obliterates anyone who is associated with drug smuggling within miles of his current position. Dagger pleads with him to stop and Beyonder asks why she would weep for the very people she seeks to punish. She explains that many of them deserve another chance; because they ended up on the wrong side of the tracks and fell into drugs; but some of them can be saved. Beyonder snaps his fingers and undoes all the deaths he committed.

And with that, he blinks away.
