The issue opens with Doctor Doom standing on one of his castle towers, in the pouring rain. One of his servants, a man named Boris, comes out and seeks him. Doom assures Boris that he’s the only one that could ever interrupt Doom and hope to live. Boris acknowledges that he’s served Doom ever since the death of Doom’s father. (Footnote to see Fantastic Four Annual #2 and Fantastic Four #278 for the origin of Doctor Doom!)

Doom goes on to explain that the Particle Projector that he’s made will be used to save mankind. Doctor Doom presses a button that removes Nuclear Fire as being possible throughout the world, to ensure that the world never goes to Nuclear War.

Cloak and Dagger (along with Bill Clayton) appears just outside of Latveria where a burst of light explodes from the top of the castle, in the middle of the raging storm. They teleport to the neighboring village to uncover where they are; and the Magistrate of Doctor Doom comes and gently insists they accept the invitation to meet Doctor Doom.

Upon meeting with Doctor Doom, he explains that Cloak & Dagger have veered off their track; and where they can find the smugglers. He questions why they have veered and Dagger explains that it was probably the column of light; because she normally projects light, while Cloak feeds on it. Doom explains his plan of eradicating all nuclear weapons and the minerals that compose of them. Cloak, Dagger and Billy Clayton are ushered to a fancy room in Doom’s castle, when Billy tells Cloak and Dagger that what Doom has done has other ramifications that disabling nuclear weapons; it also eradicates radiation therapy for cancer patients, nuclear powered science research, among many other things. They agree they must stop Doom.

They teleport into Doom’s room, and Dagger throws light daggers that strike Doom, but only make him shine and have no other effect. Cloak pulls Doom into the shroud of his shadows and robes, and Doom is barely impacted and manages to blast his way out of Cloak’s shadows. They teleport away and try to destroy Doom’s device but can not. Cloak realizes that only Doom has the power to destroy his own device; so he teleports back and grabs Doom once more, and teleports in front of the device, allowing Doom to step out, still blasting, which strikes his device, causing it to explode, with Cloak, Dagger and Bill Clayton escaping just in time.
